Add a user to the partner organization
Add a user to the partner organization as organiser or verifier.
Authentication: Requires valid Partner API Key in x-partner-key header.
Behavior:
- If email doesn’t exist: Creates new user with
is_verified: true - If email exists: Promotes to specified role (organiser/verifier)
- User gains access to partner’s events
Required: email
Optional: name, role (default: organiser)
